HEAT Wants By-Laws to Hinder Turbine Development Thursday, July 29, 2010 4:31 pm
Huron East Against Turbines is asking Huron East council to consider four bylaws that would make it more difficult to erect wind turbines in the St. Columban area. Group spokesperson Robert Tetu says the first bylaw would increase building fees for wind turbines. The second would change their designation for assessment purposes from agriculture to industrial. The third would involve a licensing recovery fee for wind energy projects and the fourth would regulate low-frequency noise. Tetu says the municipality has agreed to look into the first three bylaws. The municipality has also agreed to consult with other municipalities on a test bylaw to regulate low-frequency noise. Tetu says the last one will require money for a study to determine what the safe level for low-frequency noise. He also says low-frequency noise is not addressed in the Green Energy Act so it falls within the municipality's jurisdiction. Tetu says he expects the resulting bylaw will be challenged in court. But he says the project being proposed in the St. Columban area doesn't have provincial approval yet so they hope they can have the bylaw in place before that happens.

Brussels Group to Challenge ARC Decision Thursday, July 29, 2010 11:20 am
A group of Brussels residents is appealing the process that led to the decision to close Brussels Public School.
Spokesperson Jim Prior says they needed 68 signatures on a petition to launch their appeal to the Ministry of Education, and they've got over 200.
They can't legally challenge the decision, but they can appeal the process.
Prior says they can point to several instances where the Avon Maitland District school board violated its own policy on accommodation review.
Prior says they believe the fate of the Brussels school was decided before this year's A.R.C. ever got underway.
Huron East council has committed up to ten thousand dollars for legal fees, and Prior says that should easily cover their costs.
Dairy Blend Battle In Hands Of Dispute Panel Thursday, July 29, 2010 8:41 am
The battle between the western provinces and Ontario over dairy blends is now in the hands of an Agreement on Internal Trade dispute panel. The western provinces argue Ontario is violating the agreement by not allowing the sale of vegetable-oil based dairy blends - something they argue was ordered by a previous dispute panel. At last week's panel hearing Ontario argued what the western provinces are after was not dealt with by that earlier decision. Ontario's delegation also argued that allowing what Alberta and the other provinces are asking for would place human health in unnecessary danger and make consumers vulnerable. The argument suggested processors could make modest additions of edible oils to their spreads to avoid coming under scrutiny of the Ontario Milk Act. They also suggested that if there were a uniform, national framework addressing the manufacture and sale of these dairy products there wouldn't have been any need for a dispute panel. No word yet on when we can expect a decision from last week's hearing.
